Lance Heard is a graduate of the United States Military Academy at West Point, and he holds a master of science from the College of Education, Criminal Justice, and Human Services at the University of Cincinnati. An Army veteran, Lance reached the rank of Captain in the Air Defense Artillery, and served as a PATRIOT surface to air missile officer in Germany. Lance served as a manager with Lever Brothers Company and as the supervisor of the detective bureau with the Hermosa Beach Police Department, before becoming a tenured professor of criminal justice at Mount San Antonio College.
